Wu Xiaoqing, male, Han nationality, is a native of Fengcheng City, Liaoning province. He was born in 1956, and graduated from Yunnan University. He is an engineer.

Wu is a member of the China Democratic National Construction Association. He served as director-general of the Yunnan Provincial Environmental Protection Bureau until 2003, and served as vice-governor of Yunnan province until 2005. Wu was promoted as vice-minister of the State Environmental Protection Administration in 2005.
